Have you considered installing virtualisation software like VirtualBox, and using the license from your dead machine to run WIS/EPC inside?

Firstly, if your new PC is running the 32 bit version of Windows 8, you can install the WIS and EPC on it.
You will need to fire up the install.exe file (or some name like that from the installation CD or extracted download using "Run as Administrator" - right click on the install file then select the "Run as Administrator" option from the drop-down menu.
If you have a 64 version of Windows 8, you will need to first set up a virtual PC then install your 32 bit operating system into it and finally install your copy of WIS and EPC (use the "Run as Administrator" method described above). Remember -Windows XP is no longer supported by Microsoft so will be a virus magnet for the future! - Don't use it.
Options for the virtual PC are to
Hyper-V (comes with Windows 8 Pro) - This is nice to use but a b***ard to set up if you're not a techie (or even a reasonably competent techie)
Virtual box
https://www.virtualbox.org/wiki/Downloads
- I've not used it but heard good reports. It's freeware so the price is difficult to beat.
VMware Player for Windows
https://my.vmware.com/web/vmware/free#desktop_end_user_computing/vmware_player/6_0|PLAYER-603|product_downloads
- This is the one I use. It's easy to set up and works well. This is free for non-commercial use.
It may all sound daunting but is actually straightforward. Just follow the instructions above.

Hi,
Have been able to resurrect my Vista machine, so all is well for now. Thanks for advice.

I have a VM setup using Virtualbox just for XP to run all the Saab software, too many problems with making it run on newer versions of Windows. (not that I run Windows at all myself unless I really have to)
