1999 SAAB 93 convertable handbrake

Hi all,
         My 93 has just failed its MOT due to low effort on the rear drivers side handbrake. I have had a look after spending 10 mins teasing the alloy wheel off, there is a backplate with a lever in the middle attached on one side is the cable and a return spring on the other side. I can't quite see how this lever causes the pads to squeeze the disc does anyone have any information? would the likely cause of low effort be the calliper?

The handbrake is operated by pads inside the drum. Adjustment on a 9-3 is done on the cable under the car.

Are we talking the right model here? OP post title was for an MY99, which is a combination of adjust screw inside drum first and cable nuts under car afterwards :)
