What is a "Pending" Error Code?

I put my new code reader on her car last week and got a code P0411 which indicates a fault in the Secondary Air Injection system.  I have replaced the non-return valve and erased the code.

However after a short while, it comes back.  There is no Check Engine Light (yet!) but the code persists.  However it is listed as "Pending" by the code reader.  Anyone any idea what this means?

I am assuming anyway that I have not fixed the problem and the air pump is knacked.... :( :(

AIUI there is a tolerance for the number of occurrences of some conditions within a given period before they become a fault that turns the lamp on. Up until the tolerance is exceeded, the codes are registered as pending.

What phoenix said! WIS says p0411 is one that puts on the CEL so that I guess is wrong. There are a few codes that never cause a CEL and some that are instant.
