More headlight problems

Second fault this week! SWMBO commented that the headlights (Xenons) seemed to be 'a bit high' when she drove it and that some had flashed their lights at her. I found that the dip beam no longer goes up and down when switched on but stays fixed in position just a bit higher than normal. What appear to be adjuster screws make no difference, either. Any help appreciated.

PS: no Xenon warning light.

Both lights or just one?

Has the bulb come loose?

Both lights - haven't checked the bulbs but will now.

5.11pm - update: both bulbs seem OK (and no-one's touched them for ages).

My first point of checking would be the level sensors under the car.  If an arm has fallen off, it could be sending all sorts of wrong signals to the headlamp.
