The engine light comes on if it reads a fault.  It flashes if there is a serious "engine damaging" fault. Usually a misfire that allows fuel to damage the catalytic convertor, or too many misfires that may damage the pistons.

Yes, the std tune adapts to the car over time. Sometimes it is helpful to reset the adaptation
