What year of 9-3?  The early ones need a kit.  The later T7 engined cars just need a change of stalk on the steering column.

The same kit fits the GM900 and the classic 9-3 T5 models.

The part number is 400130563

The instructions are here: http://www.saabdocs.com/English/instructions/400130563GB.pdf

That's the part number.  All you have discovered is that nobody is selling one on eBay at the moment. No surprise as the newest possible 9-3 Trionic 5 is now 11-12 years old (assuming MY2000 B204 T5)
