So for older Saabs, does this mean that in the rare(!) instances of one of the headlamp wipers not moving it could fail the MOT?

No, this is for Xenon lamps only.

CitTone - i think you'll find a lot of those smaller cars look like Xenon's but are just projector lamps that give the blueish tinge. My wifes Volvo V50 looks like Xenon but are normal halogen projectors.

It will be interesting to see how Renaults get on as quite a few of the last Laguna had xenon's but no washer jets from new! Mind you most of them spent more time in garage than on road! :)
